Outside the zone, not out of the weather

What being north of the HVHZ actually means

The High Velocity Hurricane Zone covers Miami-Dade and Broward counties. Palm Beach is north of that line, and homeowners sometimes read the line as a weather forecast. It is not. The barrier islands from Jupiter down through Palm Beach and Manalapan take Atlantic weather with nothing in front of them, and salt loading on an oceanfront roof here is indistinguishable from salt loading on one in Broward.

What changes is the regulatory framework: which approvals are expected, how attachment is demonstrated, and how the permit is reviewed and inspected. Those are set by the building department with jurisdiction over your address — the county, or one of its municipalities — and that is who we point you to rather than quoting requirements off a web page.

The practical consequence is that specification discipline here is a choice rather than something the code drags out of you. A roof detailed to a coastal standard and a roof detailed to the cheapest compliant standard can both pass, and they will not age the same way.

Jupiter is where the northern half of the company works from

Perkins Roofing has two offices. Miami covers Miami-Dade, Broward and Monroe. Jupiter covers Palm Beach, Martin and St. Lucie — the Treasure Coast run — and it is the reason work north of Broward is a normal part of the schedule rather than an occasional trip.

Palm Beach County is the office's home county, so it gets the shortest travel and the most flexible scheduling of the three. It is also the county where the coastal and inland halves are closest together: the barrier islands and the western communities are twenty minutes apart and need entirely different roofs.

Is Palm Beach County in the High Velocity Hurricane Zone?

No, and this is worth being precise about because a number of contractor sites state the opposite. The High Velocity Hurricane Zone is a fixed county-boundary designation in the code text covering Miami-Dade and Broward only; it does not extend into Palm Beach, and it is not triggered by a wind-speed map. That does not mean the exposure is mild — the barrier islands here take weather straight off the Atlantic, and Palm Beach County has the widest internal wind-speed spread of the six counties we serve, from the western county to the coast. It means the approval path is set differently, and the building department with jurisdiction over your address is the authority on what applies.

Where is the Jupiter office?

Jupiter is one of the two Perkins Roofing offices and the base for everything north of Broward: Palm Beach, Martin and St. Lucie counties. It has its own phone number, answered by people who work this end of the coast, and it is where northern estimates and scheduling are run from.

What kind of roofs dominate Palm Beach County?

It is more varied than either county to the south. The barrier islands and waterfront neighborhoods carry high-value single-family homes, frequently in concrete or clay tile and increasingly in standing-seam metal. The coastal corridor adds condominium low-slope roofs, and the western communities add large volumes of tile and shingle on newer suburban stock.

Why is metal roofing so common on the Palm Beach coast?

Because a standing-seam system keeps its fasteners concealed and its seams raised above the water line, so the parts that corrode are not the parts holding the roof down and not sitting in the drainage path. FEMA’s post-storm assessments describe metal roof failures in terms of panels becoming unlatched from their clips, which is an attachment question — and attachment is exactly what a concealed-fastener system is designed around. The trade-off is that it is the least forgiving system on a wavy deck, and panel, clip and flashing metallurgy has to be chosen for salt exposure rather than for price.

Why is insurance here more expensive than in the HVHZ counties?

It is, and it surprises people. Florida Office of Insurance Regulation data as of March 2026 puts the average annual homeowners premium including wind in Palm Beach County at $6,323 — the highest of the six counties we serve apart from Monroe, and higher than both Miami-Dade and Broward despite Palm Beach sitting outside the HVHZ. Palm Beach is also part of the Tri-County region FLOIR identifies with a 27.27 percent litigated-claim rate. None of that is something a roofing contractor controls, but it does change the arithmetic on whether a well-documented roof is worth paying for.

Why does my neighbor’s permit process sound nothing like mine?

Because Palm Beach is the most fragmented permitting environment of the six counties: roughly 39 municipalities, with incorporated towns running their own building departments alongside the County’s Planning, Zoning and Building Department. Requirements, submittal formats and review times genuinely differ from town to town. We confirm the process for your specific address rather than assuming the last job’s applies.

Is my Palm Beach property subject to architectural review?

It depends on the town. The Town of Palm Beach has a Landmarks Preservation Commission that reviews alterations to designated landmark properties and issues Certificates of Appropriateness under its Town Code. Other municipalities have their own arrangements or none. If your property is designated, that review is a step before the building permit, not after it — and it is a question to settle before a material is selected.

Do you work on barrier-island properties?

Yes, and they are a real part of what the Jupiter office does. The roofing is the straightforward half; the constraints are access, staging, deliveries across a limited number of bridges, and neighbors close enough that noise and debris control is part of the plan rather than an afterthought.

How far south in Palm Beach County do you work?

The whole county. Jupiter sits at the northern end of it, so southern Palm Beach addresses are a longer run — it is the same crew and the same standard, but the scheduling is planned rather than improvised, and if that affects your timeline we say so before the contract.
