The building stock
Lake Worth was incorporated in 1912, when a survey laid out 55 miles of streets and 7,000 residential lots beside the Lake Worth Lagoon; the city is now Lake Worth Beach. Census figures put the median year built at 1969, with 18 percent of homes built before 1950, 19 percent in the 1950s and 75 percent before 1980. Fewer than half are owner-occupied.
The city adopted its historic preservation ordinance in 1996 and has six local historic districts: College Park, Old Lucerne, Old Town Commercial District, Northeast Lucerne, Southeast Lucerne and South Palm Park. The city warns that many low-lying coastal areas can be inundated by storm surge.
What the city requires
The Building Division takes the Palm Beach County universal permit application or the city’s own, with the city’s roof and re-roof checklist describing the building, the existing roof, the deck and the new covering, including whether enhanced nailing is required by the product approval. Next-day inspections must be scheduled by 4 p.m.
For historic properties a certificate of appropriateness is required before exterior work begins and before the building permit can be issued. The city’s roof replacement checklist starts with a mandatory pre-application meeting and asks for the product approval, color images of the new roof and photos of every elevation; staff can approve a roof in the same material and color, or one compatible with the house’s original style. A missing certificate is one of the delays the Building Division lists.
