Process and timeline

The roof replacement process, step by step

Every re-roof runs through the same six stages. How long each one takes depends on the roof, the weather and the building department, so there is no honest fixed number of days.

Before work starts

  1. Inspection and proposal. An estimator measures the roof and documents it with photos; the price comes in a written, itemized proposal.
  2. Permit. The permit is applied for with the building department for your address, naming approved roofing products.

On the roof

  1. Tear-off and deck. The old roof comes off to the deck; damaged sheathing is replaced at the rates in the proposal and the deck is fastened as the code requires.
  2. Dry-in and in-progress inspection. The water barrier goes on and is inspected before anything covers it.
  3. Covering and flashing. Tile, metal, shingle or membrane, with new flashing at valleys, walls and penetrations.

Closeout

  1. Final inspection. The permit is closed with a passed final inspection, and you receive the permit record, care guidance and the written warranty terms.

Roof size, the system, deck repairs found at tear-off, product delivery, rain and inspection scheduling all move the timeline. Ask for the sequence in writing before work begins.

Permits and the HVHZ

Roof replacement permits, county by county

A roof replacement is permitted by the city or county building department for the address. The biggest difference across South Florida is whether the roof is inside the High-Velocity Hurricane Zone.

Miami-Dade and Broward: HVHZ

The Florida Building Code defines the High-Velocity Hurricane Zone as Broward and Miami-Dade counties. Products need approval for HVHZ use, usually a Miami-Dade Notice of Acceptance. Cities add their own paperwork: Fort Lauderdale, for example, requires a notarized deck re-nailing and water-barrier affidavit before the tin-cap inspection. Miami-Dade tile re-roofs also face the 2027 tile underlayment change. See roofing in Miami.

Palm Beach, Martin and St. Lucie

Outside the HVHZ, re-roofs follow the statewide Florida Building Code, with products carrying a Florida Product Approval. Each city still runs its own permit desk: see Jupiter, Stuart and Port St. Lucie.

Repair or replace: the 25% rule

Florida’s 25 percent rule does not force a full re-roof in every case: roofs built, repaired or replaced under the 2007 Florida Building Code or later can have a qualifying exception. Read Florida’s 25% roof rule before deciding, or start with roof repair if the roof may still be serviceable.

Is my roof replacement in the High Velocity Hurricane Zone?

Only in Miami-Dade and Broward. The Florida Building Code defines the HVHZ as those two counties, so roofing products there need approval for HVHZ use, usually a Miami-Dade Notice of Acceptance or a Florida Product Approval listed for the HVHZ. Palm Beach, Martin and St. Lucie re-roofs follow the statewide code with Florida Product Approval.

What if damaged decking is uncovered?

It needs to be evaluated and repaired as required before the assembly continues. A useful proposal states the deck replacement rates, included allowance and approval process so discoveries can be documented and priced consistently.

Do I need a permit and code upgrades?

A roof replacement generally involves permits and inspections. Deck attachment, secondary water protection and other retrofit provisions may apply. Ask the building department and project team to confirm the applicable requirements for the building, roof scope and permit date.

Does the 25 percent rule require a complete re-roof?

Not in every case. Florida law provides an exception for qualifying systems or sections built, repaired or replaced under the 2007 Florida Building Code or later. Have the existing roof records reviewed when deciding between repair and replacement.

Will insurance pay for replacement or code upgrades?

Coverage depends on the policy, cause of loss, limits and insurer’s determination. Ask your carrier about replacement-cost and law-and-ordinance coverage. Perkins can discuss the roof scope but cannot determine what your policy owes.

What if I only need a repair?

Start with a condition review and the reason for the leak. A targeted repair may be appropriate where the surrounding system is serviceable. The inspection should inform the scope before a replacement is selected.
