The building stock
Houses from the 1970s and 1980s, many of them second homes
Key Largo is a Census designated place, not a city: about 12 square miles of land in unincorporated Monroe County, with John Pennekamp Coral Reef State Park, the country’s first undersea park, offshore. Census figures count about 8,700 homes with a median year built of 1983; 29 percent date from the 1970s and 27 percent from the 1980s. Sixty-three percent are single-family detached houses, and about a third of all homes are held for seasonal or recreational use.
A roof on a second home can leak for weeks before anyone sees the stain, so on Key Largo we look hard at flashings, fasteners and roof penetrations, where salt air does its work first, and put what we find in writing with photos.
Code and flood
Outside the HVHZ, inside the flood rules
Section 202 of the Florida Building Code defines the High Velocity Hurricane Zone as Broward and Miami-Dade counties, so Key Largo is not in it. The county’s residential re-roof requirements accept either a Florida Product Approval or a Miami-Dade Notice of Acceptance, require the roof assembly to meet the components-and-cladding pressures on the county worksheet, call for asphalt shingles rated ASTM D3161 Class F, ASTM D7158 Class H or TAS 107 with six nails per shingle, and list sheathing, dry-in, in-progress, flashing and final inspections. The county also has a notarized roof inspection affidavit for deck nailing and sheathing thickness.
Unincorporated Monroe County holds a Community Rating System Class 3 in the National Flood Insurance Program. Under its substantial improvement rule, a home improved or repaired for more than half its market value must be elevated above the flood level, and the county lists roofing materials among the costs that count toward that 50 percent. On an older, low house a full re-roof is worth pricing against that threshold before the contract is signed.
