What are the layers of a roof, from the bottom up?

Six layers, in the order a crew installs them. Each one has a single job, and each one fails in its own recognisable way. This is the same assembly the animation on our home page takes apart.

  1. Roof deck

    The structural plywood sheathing every other layer is fastened to. During a re-roof the deck is inspected for rot and re-nailed to current Florida Building Code spacing — the single cheapest upgrade to a roof’s uplift resistance.

    Concrete / clay tile
    19/32" plywood sheathing, re-nailed. Tile is heavy, so the deck and its fasteners carry both dead load and uplift. Damaged sheets are replaced and the whole deck re-nailed before anything goes over it.
    Standing-seam metal
    19/32" plywood sheathing, re-nailed. Metal panels telegraph every dip in the deck, so flatness matters as much as strength. Sheets are replaced where needed and the deck re-nailed to code.
    Architectural shingle
    19/32" plywood sheathing, re-nailed. Shingles are only as well anchored as the wood beneath them. Soft or delaminated sheets come off and the deck is re-nailed to current code.
  2. Secondary water barrier

    Required by the Florida Building Code in the High Velocity Hurricane Zone — Miami-Dade and Broward. A self-adhered membrane sealed to the deck so that if the covering is torn off in a storm, the house underneath stays dry.

    Concrete / clay tile
    Self-adhered HVHZ membrane. Bonded directly to the sheathing and over every seam, so a roof stripped of its tile is still a sealed deck rather than an open house.
    Standing-seam metal
    Self-adhered HVHZ membrane. The code-required last line of defence beneath a metal system: a fully adhered sheet that keeps wind-driven water off the deck.
    Architectural shingle
    Self-adhered HVHZ membrane. Blown-off shingles are the most common storm failure in South Florida. This sealed membrane is what stops that from becoming an interior loss.
  3. Underlayment

    The waterproofing membrane bonded to the deck. In South Florida this — not the tile or the shingle — is what actually keeps water out when a covering lifts in a squall. Skimp here and the roof leaks long before it looks worn.

    Concrete / clay tile
    Two-ply self-adhered tile underlayment. A heavy self-adhered system rated to be walked on and fastened through by tile crews, and to stay watertight for the full life of the tile above it.
    Standing-seam metal
    High-temperature synthetic underlayment. Metal panels run hot. This underlayment holds its seal at deck temperatures that would soften a conventional felt.
    Architectural shingle
    Synthetic underlayment. A tear-resistant sheet lapped up-slope so water always runs over a seam, never into one.
  4. Flashing

    Metal worked into every valley, wall junction, chimney and pipe penetration. Most roof leaks are flashing failures, not covering failures — which is why replacing flashing, rather than re-using it, is part of a real re-roof.

    Concrete / clay tile
    Valley, wall and pan flashing. Wide metal valleys and headwall pans carry the concentrated water that tile channels into every intersection.
    Standing-seam metal
    Integrated panel flashing and closures. Ridge, hip and sidewall trims are formed to match the panel profile, with closures that block wind-driven rain from tracking under the ribs.
    Architectural shingle
    Step, valley and vent flashing. Step flashing woven course by course into every wall, plus new boots at each penetration — the details that decide whether a shingle roof stays dry.
  5. Roof covering

    The visible weather surface, and the layer that takes the sun, the salt and the wind. It is the roof everyone sees — and the only layer whose failure is obvious from the street.

    Concrete / clay tile
    Concrete or clay barrel tile. The South Florida signature: heavy, ventilated, and effectively immune to UV. Set on a code-approved adhesive or mechanical system so each tile is individually rated for uplift.
    Standing-seam metal
    Standing-seam metal panel. Concealed-fastener panels with seams raised above the water line. No exposed screws to back out, and the longest service life of the three systems.
    Architectural shingle
    Architectural asphalt shingle. The most economical system, in a laminated profile with a high wind rating. Correct nailing pattern and starter course matter more than the brand on the wrapper.
  6. Ventilation

    Ridge vents exhausting at the peak and intake at the eave, so heat and moisture leave the attic instead of cooking the deck from below. Balanced ventilation is what makes a roof’s rated lifespan its real lifespan.

    Concrete / clay tile
    Ridge vent with eave intake. The air gap under tile already moves heat; a vented ridge finishes the path so the attic exhausts continuously along the peak.
    Standing-seam metal
    Vented ridge cap with eave intake. A profiled vented ridge under the metal cap, paired with soffit intake, keeps the panel cavity moving air rather than trapping it.
    Architectural shingle
    Shingle-over ridge vent with eave intake. A continuous vent cut into the ridge and capped with shingle, balanced against soffit intake so hot air is pulled out rather than pushed in.

Failure modes

Where do roofs actually fail?

Most of the leaks we repair are flashing failures, not covering failures. Water arriving at a valley, a wall junction, a chimney or a plumbing penetration is concentrated water, and the metal worked into those interruptions is what handles it. A cracked tile in an open field of tile is usually a nuisance; a corroded or reused wall flashing is a leak.

The second pattern is age reaching the underlayment before it reaches the covering. Concrete tile is effectively immune to ultraviolet light and will look serviceable for decades — but the membrane beneath it is the part with a service life, and once that membrane is brittle the roof leaks under a covering that still photographs well. This is why a tile roof is assessed by its underlayment age, not by how the tile looks.

The third is storm loss, which almost always begins at an edge or a corner where wind uplift concentrates, then peels inward. That is the case the secondary water barrier exists for: a stripped covering over a sealed deck is a repair, while a stripped covering over a bare deck is an interior loss. If a storm has just passed, start with the signs of roof storm damage .

What the code says

Which of these layers does Florida actually require?

The secondary water barrier is the layer with the clearest statutory history. Florida Statute 553.844 directs the Florida Building Commission to incorporate recognized mitigation techniques for older site-built single-family homes — expressly including Secondary water barriers for roofs, roof-decking attachment and roof-to-wall connection improvements — and provides that a roof replacement must incorporate the techniques specified. In the code itself, Florida Building Code Existing Building Section 706.7 requires that when a roof covering on an existing structure with a wood deck is replaced, the work include roof-decking attachment under 706.7.1 and a secondary water barrier under 706.7.2, installed per Section 1507.1.1 of the Building code outside the High Velocity Hurricane Zone or Section 1518.2 inside it.

One scoping limit is worth stating because it is so often misstated in roofing marketing: Section 706.7 also says that structures permitted subject to the Florida Building Code are not required to comply with that section. The retrofit mandate is aimed at buildings permitted before the code took effect, and building departments differ in how they apply it in practice. Your building department is the authority on which regime your roof falls under.

The reason any of this exists is measurable. The Insurance Institute for Business & Home Safety defines a sealed roof deck as one where the seams between decking pieces are sealed so water cannot flow into the attic if the covering is lost, and states that an unsealed deck allows up to 60 percent of the rain falling on a compromised roof to enter the attic, while a properly installed sealed deck can reduce water entry by as much as 95 percent. That is the whole argument for the layer nobody ever sees.

Fastening is where the HVHZ diverges most visibly from the rest of Florida. Miami-Dade's own 8th Edition code material states that HVHZ asphalt shingle fastening requires in no case less than six approved roofing nails or fastening devices per shingle — four, a common minimum elsewhere, is not enough in Miami-Dade or Broward — and that intersections, eaves, rakes, valleys, gable ends and the starter course must be set in an 8-inch wide bed of approved cold adhesive or roofing cement. The same material notes that metal caps rather than plastic ones are required on the two-layer underlayment option where the ultimate design wind speed reaches 170 mph or more, which is why an HVHZ dry-in looks different from one anywhere else in the state.

Comparing quotes

Go through the six layers and ask which product is specified at each. Deck re-nailing, underlayment type, new versus reused flashing, and the ventilation plan are the four answers that separate two quotes that otherwise look identical on price.

Judging condition

Ask how old the underlayment is, not how old the tile looks. On a tile roof the covering routinely outlives the waterproofing beneath it, and the underlayment is what determines whether you are looking at a repair or a re-roof.

Diagnosing a leak

A leak that appears near a wall, a chimney, a skylight, a valley or a vent is far more likely to be a flashing detail than a covering defect. That changes the conversation from replacement to targeted repair.

Roofing 101 FAQ

Which layer of a roof actually keeps the water out?

The underlayment, not the covering. Tile and shingle shed the bulk of the water and take the sun, but they are made of overlapping pieces with gaps between them, and wind-driven rain gets past them routinely. The membrane bonded to the deck is the surface that is genuinely waterproof, which is why a roof can look perfect from the street and still leak.

What is a secondary water barrier?

A sealed membrane adhered directly to the roof deck so that if the covering is torn off in a storm, the deck underneath is still a closed surface rather than an open house. The Florida Building Code requires one in the High Velocity Hurricane Zone, which covers Miami-Dade and Broward counties. It is the difference between losing a roof covering and losing the interior of the building.

Do all six layers get replaced during a re-roof?

A full re-roof strips back to the deck, so everything above the deck is new: barrier, underlayment, flashing, covering and vents. The deck itself is inspected, repaired where it is soft or delaminated, and re-nailed. Reusing old flashing is the most common corner cut, and it is the one most likely to produce a leak on a roof that is otherwise brand new.

Does the layer structure change if I choose tile instead of shingle?

The six layers stay the same. What changes is the product used at each one. Tile needs a heavy self-adhered underlayment that crews can walk on and fasten through; metal needs a high-temperature underlayment because the panels run hot; shingle uses a tear-resistant synthetic sheet. Same assembly, different specification.

Why does roof ventilation matter in Florida?

Ventilation is what makes a roof reach its rated lifespan instead of falling short of it. Exhaust at the ridge paired with intake at the eave lets heat and moisture leave the attic rather than cooking the deck and the underlayment from below. An unbalanced system — exhaust with no intake — moves far less air than it appears to.

How can I tell whether a roofing quote covers the whole assembly?

Ask what happens at each of the six layers. A quote that names the underlayment product, says whether the deck will be re-nailed, states that flashings are new rather than reused, and describes the ventilation is describing a real scope. A quote that names only the covering and a price is describing one layer out of six.
