    Florida’s youngest town, when it incorporated

    Residents voted to incorporate in January 2005, and the charter took effect in November 2005, making the 9.7-square-mile Town of Cutler Bay the youngest incorporated municipality in Florida at the time. Its first large subdivision, developer David Blumberg’s Cutler Ridge Section One, was laid out in 1954. Census figures put the median year built at 1984: 45 percent of homes were built before 1980 and 26 percent in the 2000s, 66 percent are single-family detached, and 70 percent are owner-occupied.

    Cutler Bay holds a class 3 rating in FEMA’s Community Rating System, worth a 35 percent flood-insurance discount, and the town says it was the first municipality in Broward, Miami-Dade and Monroe to reach class 3.

    The town’s building services, including permits, plan review and inspections, are provided by its contractor, CAP Government, Inc., through the Building Division. The re-roof checklist (January 2024) asks for the permit application, two copies of the contractor’s roofing package and of the NOA, a $130 up-front review fee, the FBC 8th Edition (2023) HVHZ uniform roofing application with the owner’s notification, the section 553.844 affidavit for roof decking attachment and secondary water barrier, and the owner’s roof-to-wall exemption affidavit where the home qualifies.

    Owner-builders may pull permits only for shingle and peel-and-stick roofs. Inspections are requested by email at least 24 hours ahead.
