Domes, minarets and flat roofs
Opa-locka was chartered as a town on May 14, 1926, the vision of aviation pioneer Glenn Curtiss, who with architect Bernhardt Muller built 105 buildings with domes and minarets on an Arabian Nights theme; the city says twenty of its buildings are listed on the National Register of Historic Places. Census figures put the median year built at 1969, with 65 percent of homes built before 1980 and 16 percent before 1950.
Only 35 percent of homes are single-family detached; 42 percent are in buildings of ten or more units. Between the apartment buildings and the parapet-walled Moorish Revival designs, a large share of Opa-locka roofs are low-slope roofs where drainage and parapet flashings decide how long the roof lasts.
What the city requires
The Opa-locka roof permit
The city’s roofing packet includes the Florida Building Code 8th Edition (2023) HVHZ uniform roofing permit application, the section 1524 owner’s notification for roofing considerations, and the owner’s exemption affidavit or the contractor’s affidavit of compliance for the roof-to-wall retrofit under section 553.844 of the Florida Statutes. The Notice of Acceptance and installation method are submitted and posted at the site, the permit application is notarized in the notary’s physical presence, and the notice of commencement is recorded and posted before the first inspection.
Properties designated by the city’s Historic Environmental Preservation Board need a certificate of appropriateness. Under the city code a regular certificate for routine maintenance and like-for-like replacement is issued by staff under the city’s historic design guidelines; reconstruction and new construction go to the board.
