The building stock
Hialeah was incorporated in 1925, the year Hialeah Park opened, and covers about 20 square miles. Census figures count about 79,000 homes with a median year built of 1975; 60 percent were built before 1980, with roughly equal shares from the 1950s, 1960s and 1970s. Thirty-eight percent are single-family detached, 10 percent attached, and 36 percent are in buildings of ten or more units, so flat apartment and commercial roofs are a large part of the work alongside houses.
The city describes itself as flat and low-lying, with many canals and a high water table, and holds a class 7 rating in the National Flood Insurance Program’s Community Rating System. Standing water on a flat roof after a summer storm is a drainage problem to fix, not just a leak to patch.
What the city requires
The city’s roofing package, written to the Florida Building Code 8th Edition (2023), includes the HVHZ uniform roofing permit application with product approval pages and design calculations, the owner’s notification for roofing considerations on re-roofs, a notarized sheathing (re-nailing) affidavit, a roofing certificate of compliance, and the owner’s roof-to-wall exemption affidavit for homes that qualify. The Miami-Dade Notice of Acceptance and installation method are submitted with the application and posted at the job site, and an OSHA-approved ladder must be in place at every inspection.
The application and owner affidavits are notarized; condominiums add an association authorization letter with the president’s signature notarized, and a notice of commencement is required for jobs of $5,000 or more, on site by the first inspection. City code requires pitched roofs in residential districts, allows flat roofs where a modernist design is used, and prohibits wood-shingle roofs. Designated historic properties need a certificate of appropriateness that covers the type, style and color of the roof.
