The building stock
Miami Lakes was master-planned by the Graham family on their former dairy farm, originally 3,000 acres with 23 lakes, and incorporated in December 2000 as the 31st municipality in Miami-Dade County. Census figures put the median year built at 1989, with 31 percent of homes built before 1980. Half are single-family detached houses and 13 percent townhouses, and 60 percent are owner-occupied.
Water from the town drains to its lakes or the C-8 (Biscayne) Canal toward Biscayne Bay. The town asks for an HOA or architectural control committee affidavit on every permit, whether there is an association or not.
What the town requires
Town Code section 13-1608 requires new house roofs pitched at 2½ inches per foot or more to be standing-seam metal, barrel tile, flat tile, or a material that simulates barrel or flat tile; anything else needs a variance. Replacements may use materials similar to those being replaced, or any of those four. Roof colors must be neutral and consistent with surrounding homes, and a metal roof permit includes a color sample.
The town’s roofing package (Florida Building Code 8th Edition) includes the owner’s notification for roofing considerations, the HVHZ uniform roofing application, a notarized sheathing affidavit and a roofing affidavit. For homes built before the Florida Building Code, a Florida-licensed architect or engineer acting as special inspector certifies the sheathing re-nailing and secondary water barrier with photos, and the roof-to-wall connections where the home’s insured or just value is $300,000 or more. Owner-builder roofing permits are not allowed, and construction near homes is not allowed on Sundays.

Replacement
Every town permit carries the HOA affidavit, and homes built before the Florida Building Code need a special inspector to certify sheathing re-nailing and the secondary water barrier. Owner-builder roofing permits are not allowed.
Roof systems
Town Code section 13-1608 calls for standing-seam metal, barrel or flat tile, or a tile-look material on sloped house roofs, in neutral colors consistent with surrounding homes.

Yes. All of Miami-Dade County is in the HVHZ. The town roofing package uses the HVHZ uniform roofing application, and every roofing product needs a Miami-Dade Notice of Acceptance.
