The building stock
Doral takes its name from Doris and Alfred Kaskel, who bought 2,400 acres of swampland in the late 1950s and opened the Doral hotel and country club in 1962. Its residents voted 85 percent in favor of incorporation in January 2003, and the charter was adopted on June 24, 2003. Census figures put the median year built at 2006: only 6 percent of homes predate 1980, and 40 percent were built in 2010 or later.
Just 22 percent of homes are single-family detached; 26 percent are townhouses and 43 percent are in buildings of ten or more units. Most Doral roofs therefore belong to an association as well as an owner, and many are approaching their first full replacement. Doral holds a class 6 rating in the National Flood Insurance Program’s Community Rating System.
What the city requires
Roofing work needs its own permit in Doral. The city’s roofing packet is the Miami-Dade HVHZ uniform roofing application, with the fire directory listing, product approval pages and design calculations (Chapter 16 or RAS 127 and 128), the owner’s notification for roofing considerations on re-roofs, and roof testing where required. The permit application has boxes for new roof, re-roof and roof recover, and it states that a permit does not relieve the owner of getting HOA approval.
The city asks for a recorded notice of commencement on jobs over $5,000, and documents are signed and notarized. City code requires rooftop mechanical equipment to be screened from the street by parapets or similar, and in residential areas construction runs 8 a.m. to 6 p.m. on weekdays and 10 a.m. to 4 p.m. on Saturdays, with none on Sundays or national holidays.
