The building stock
The settlement began as Larkins on the Florida East Coast Railroad extension of 1906, incorporated in 1926 as the Town of South Miami and became the City of South Miami on June 24, 1927; boundary reductions in 1933 and 1937 left its irregular shape. Census figures put the median year built at 1969, with 68 percent of homes built before 1980 and 34 percent in the 1950s. Fifty-two percent are single-family detached houses and 33 percent are in buildings of ten or more units.
On houses from the 1950s the roof has usually been replaced before, and the city’s roof deck affidavit covers the decking attachment, secondary water barrier and roof-to-wall retrofit that a re-roof triggers under section 553.844 of the Florida Statutes.
What the city requires
Roofing needs a separate permit. The city’s roofing appendix includes the owner’s notification for roofing considerations and the FBC 8th Edition (2023) HVHZ uniform roofing application with product approval pages, a fire directory listing and design calculations; the roof deck affidavit covers the decking and secondary water barrier and the owner’s roof-to-wall exemption, and commercial roofs also need DERM approval. The city asks for original, notarized forms.
A building designated by the Historic Preservation Board needs a certificate of appropriateness before it is altered, and the architectural features the board reviews include the type, style and color of roofs. The Design Review Board reviews new construction and exterior renovations of commercial properties, with roof materials, color, slope and overhang among its criteria. The Building Division says no construction work is allowed on Saturdays or Sundays in residential districts.
