The building stock
A 1996 village of mid-century houses
Pinecrest was incorporated on March 12, 1996, but its houses are much older: the village’s own history describes ranch-style homes on acre lots built in the 1950s and 1960s, around the Parrot Jungle attraction that opened in 1936. Census figures put the median year built at 1969, with 70 percent of homes built before 1980, 76 percent single-family detached and 83 percent owner-occupied.
The village is recognized as a Tree City USA, and much of it sits under mature canopy. Overhanging limbs, leaf litter in valleys and gutters, and shade that keeps a roof damp are the usual starting points of a Pinecrest leak.
What the village requires
The Pinecrest roof permit
The village’s roofing permit supplement, revised January 2024, asks for the fully executed permit application, the applicable sections of the FBC 8th Edition (2023) HVHZ uniform roofing application and the product approval packet. It adds a notarized roof-to-wall affidavit under section 553.844 of the Florida Statutes (or the owner’s exemption affidavit), the roof decking attachment and secondary water barrier affidavit, the owner’s notification for roofing considerations and, for tile, RAS 127 calculations using the NOA values. The permit application is notarized by the owner and the contractor.
Pinecrest’s code does not list approved roof materials; it asks that buildings harmonize in style and color with the neighborhood, and that a painted roof be one color over the whole surface except for multicolored tile. Construction is allowed 7 a.m. to 6:30 p.m. on weekdays and 8 a.m. to 4 p.m. on Saturdays, and not on Sundays or state holidays.
