The building stock
A 1913 town with a 2000s housing stock
Homestead was incorporated as a town in 1913 with 121 residents, became a city in 1923, and calls itself the second-oldest city in Miami-Dade County. Hurricane Andrew hit it directly in 1992, and the housing shows it: Census figures put the median year built at 2001, with 38 percent of homes built in the 2000s, 17 percent since 2010 and only 22 percent before 1980. Thirty-nine percent are single-family detached and 21 percent townhouses.
That means a large group of roofs installed in the 2000s is now twenty years old or more. The city holds a class 7 rating in FEMA’s Community Rating System and names Biscayne Bay and the Atlantic, including storm surge and tidal flooding, as its flood sources.
What the city requires
The Homestead roof permit
Since October 1, 2025, new permit applications go through the city’s EPL-B.U.I.L.D online portal. The roof checklist (revised July 2024) asks for a permit application notarized by owner and contractor with the folio number, the Miami-Dade NOA for the roof system, the roofing appendix, and a notice of commencement by the first inspection; commercial re-roofs add an asbestos survey and Miami-Dade approval. Owner-builders may permit shingle roofs only.
The residential roofing packet moved to the 2023 HVHZ requirements on December 21, 2023. It requires ring-shank roofing nails meeting ASTM G85, in-progress inspections for hot-mopped roofs, gutters on roofs with an eave overhang of 6 inches or less, and the owner’s notification on every re-roof, and it carries the notarized section 553.844 affidavit for deck attachment and secondary water barrier and the owner’s roof-to-wall exemption affidavit. Multifamily, townhouse and commercial buildings also need a city color permit for roof colors; single-family homes do not.
