Founded, flattened, rebuilt
Greenacres was founded in 1923 by Lawrence Carter Swain and incorporated as Greenacres City in 1926. The city’s own history records the hurricane of September 1926 and a second on September 16, 1928 that virtually destroyed it; the charter was abolished in 1945 and the city reincorporated in 1947.
Census figures put the median year built at 1987, with 40 percent of homes from the 1980s. Only 31 percent are single-family detached; 22 percent are townhouses and other attached homes, 30 percent are in small buildings of two to nine units and 5 percent are mobile homes.
What the city requires
The Greenacres re-roof checklist
Since April 15, 2026 the city takes permit applications only through MGO Connect, with a $75 non-refundable application fee. The re-roof checklist (revised August 2025) asks for the re-roof application package for the roof type, marked-up product approvals, the signed re-roof procedure acknowledgement, signed and sealed wind pressures for commercial and taller buildings, an aerial image of the structure and a recorded notice of commencement from $5,000, submitted before the first inspection.
The worksheets add the details: decks on homes permitted before February 28, 2002 are re-nailed; existing wood decks get the mandated roof-to-wall retrofit, filed as a sub-permit that requires a general contractor; a re-cover is limited to one additional layer; and flat roofs need a moisture survey and a pull test by an approved testing agency. Contractors can certify sheathing re-nailing and tin-tag work by affidavit, with the first inspection on the first day of work.

Is Greenacres in the High Velocity Hurricane Zone?
No. The High Velocity Hurricane Zone is defined in the Florida Building Code (section 1620) by county and covers Miami-Dade and Broward only. Greenacres is in Palm Beach County, so its roofs are permitted under the statewide Florida Building Code as the city administers it. Roofing products still need a Florida Product Approval or a Miami-Dade Notice of Acceptance.
