From the port to Singer Island
In 1922 voters decided to incorporate the Town of Riviera, which was re-incorporated under a state charter in 1923. The city describes itself as on the Atlantic shores of southeast Florida, with the Port of Palm Beach inside its limits and Singer Island on the ocean side.
Census figures put the median year built at 1981: 48 percent of homes were built before 1980 and 21 percent in the 2000s. Forty-one percent are single-family detached, 17 percent are in small buildings of two to nine units and 27 percent in buildings of ten or more, 18 percent in buildings of fifty or more.
What the city requires
The Riviera Beach roof packet
The Building Division’s revised roof packet includes the owner’s notification for roofing considerations, which the owner initials, and a uniform roofing permit application with its attachments: fire directory listing, product approvals, design calculations and, for tile, the calculations submitted with the application. A notice of commencement must be recorded and posted before the first inspection on jobs over $5,000.
The city’s roof sheathing affidavit must be presented to the inspector at the tin-tag and metal inspection on site, with photos of the re-nailed and repaired sheathing. The city’s building code amendments require at least two roofing inspections, and existing rooftop mechanical equipment must be brought to code when it is replaced or moved during re-roofing.

Is Riviera Beach in the High Velocity Hurricane Zone?
No. The High Velocity Hurricane Zone is defined in the Florida Building Code (section 1620) by county and covers Miami-Dade and Broward only. Riviera Beach is in Palm Beach County, so its roofs are permitted under the statewide Florida Building Code as the city administers it. Roofing products still need a Florida Product Approval or a Miami-Dade Notice of Acceptance.
