The building stock
Pre-war houses between the canal and the railroad
Biscayne Park was incorporated by a vote of its 113 citizens on December 31, 1931 and became a village by state charter in 1933. Its log cabin, built from Dade County pine with federal relief labor in 1933, formerly served as the village hall and police station. The Biscayne Canal and the Florida East Coast Railway give the village its diamond shape.
Census figures put the median year built at 1949: 52 percent of homes were built before 1950 and 87 percent before 1980, and 74 percent are single-family detached houses. On roofs this old the deck and roof-to-wall connections deserve as much attention as the covering, and the village’s roofing packet includes the roof decking and secondary water barrier affidavit.

What a Biscayne Park roof may be
Section 10.4 of the village Land Development Code requires a pitched roof to be clay or cement tile or metal; roofs pitched under 2½ inches per foot are engineered built-up roofing. Three-tab shingles are not permitted. Metal roofs need Planning Board review: standing seam only, with a Miami-Dade NOA, on high modern, post-war modern, ranch or Key West style houses, in silver, grey, brown, copper or white. An existing asphalt shingle roof can be replaced in shingles only when a Florida-licensed structural engineer certifies the roof cannot carry tile, and the code says no variances will be granted.
The village roofing checklist asks for a permit application notarized by owner and contractor, the roof permit packet with the owner’s notification for roofing considerations, a roof color sample, the product approval and a hold-harmless, and every application goes to the P&Z Advisory Board for pre-approval before plan review. Construction is allowed 8 a.m. to 6 p.m. on weekdays and 9 a.m. to 6 p.m. on Saturdays, and not on Sundays.
