Key Biscayne is a village on a barrier island between the Atlantic and Biscayne Bay: three in four homes are in buildings of ten or more units, and most of the rest are houses from the island’s 1950s and later building. Perkins Roofing repairs and replaces condominium, house and commercial roofs here to High Velocity Hurricane Zone requirements and the village roofing packet, from the Miami office.

What we do here
Repair
Key Biscayne is a barrier island between the Atlantic and Biscayne Bay, and salt air works on fasteners, flashings and rooftop equipment first. We repair where repair is right and put the reason in writing.
Replacement
The village roofing packet (2025) carries the HVHZ uniform roofing application, the village’s owner notification, the decking and secondary water barrier affidavit and the roof-to-wall exemption affidavit.
Roof systems
Three in four homes are in buildings of ten or more units, so low-slope condominium roofs are much of the work; the houses are mostly tile, and the village sets no roof-material list.
Commercial
Low-slope and multifamily roofs, including phased replacement on occupied buildings.
Inspection
A written roof condition report for an insurer or a buyer: the roof section of a 4-point inspection or a roof certification.

The Village of Key Biscayne was incorporated on June 18, 1991 and occupies the center 1.25 square miles of a barrier island between the Atlantic Ocean and Biscayne Bay, between Crandon Park and Bill Baggs Cape Florida State Park. Its houses began in 1950, when the Mackle Company built 289 concrete-block homes aimed at veterans.
Census figures put the median year built at 1977, with 35 percent of homes from the 1970s. Only 19 percent are single-family detached; 75 percent are in buildings of ten or more units and 57 percent in buildings of fifty or more, and about a quarter of all homes are held for seasonal use. Nearly every roof on the island is either an association roof over occupied units or a house roof in direct salt air.
What the village requires
The village roofing packet (2025) includes its own owner’s notification for roofing considerations, covering aesthetics, deck re-nailing, common roofs, exposed ceilings, ponding, overflow scuppers, ventilation and existing solar, which needs a separate permit to re-install. It adds the FBC 8th Edition (2023) HVHZ uniform roofing application, a notarized affidavit of compliance for roof decking attachment and secondary water barrier, and the owner’s roof-to-wall exemption affidavit for homes that qualify. Permits are submitted online, contractors must be registered with the village, and HOA authorization is requested as a courtesy.
For buildings seaward of the Coastal Construction Control Line and in a flood hazard area, village code section 10-72 applies the stricter of the village comprehensive plan and the flood provisions of the Florida Building Code. The village has taken part in the National Flood Insurance Program’s Community Rating System since 1998. Audible construction is allowed 7 a.m. to 6:30 p.m. on weekdays only.
Permitting authority
Checked against the city’s published information on September 25, 2026 (source). Perkins prepares and pulls the permit for every roof we install; requirements can change, so we confirm them for your address.
