What we do here

Roof repair and replacement in Bal Harbour

Repair

Every Bal Harbour roof sits on a barrier island in ocean salt air. Village code requires a roof to be re-covered when a tenth of it is stained or scaling, and replacement tile to match the old in color and shade.

Replacement

Exterior work goes to the Architectural Review Board for a certificate of appropriateness before building review, and applications are filed in person at Village Hall with notarized signatures.

Roof systems

Eight in ten Bal Harbour homes are in buildings of fifty or more units. Perkins documented a roof restoration on the 22-story oceanfront Majestic Towers condominium.

    The building stock

A planned village named for the bay and the Atlantic

The land was bought in 1929 by Miami Beach Heights, led by Robert Graham, Carl Fisher and Walter O. Briggs; Harland Bartholomew & Associates planned the village, which was incorporated in August 1946 and takes its name from “bay” and “Atlantic.” Census figures put the median year built at 1981, with 49 percent of homes built before 1980 and 20 percent in the 1960s. Only 5 percent are single-family houses; 80 percent are in buildings of fifty or more units, and about four in ten homes are held for seasonal use. The village says FEMA has designated most of Bal Harbour a Special Flood Hazard Area.

Village Code section 6-43 requires condominium association managers and board members to give every owner a copy of any recertification, structural, electrical or roofing inspection report within 30 days. Perkins documented a roof restoration on the 22-story oceanfront Majestic Towers condominium in Bal Harbour.

    What the village requires

Design review and the Bal Harbour roof permit

Any work on the outside of a building needs Architectural Review Board approval and a certificate of appropriateness before the building department reviews it. Village code asks that roof finishes match the building’s architectural style, that house roofs be pitched at least 3:12 or flat, and that roof colors be subtle, harmonious and on the village’s approved palette; a roof must be cleaned, repainted or re-covered when 10 percent or more of the exposed surface is discolored, stained or scaling, and a replacement shingle or tile must match the existing ones as closely as possible.

Applications are accepted in person at Village Hall and tracked online. The village roofing packet includes the FBC 8th Edition (2023) HVHZ uniform roofing application, a ventilation calculation, the owner’s notification for roofing considerations and the section 553.844 roof-deck and roof-to-wall affidavits, and signatures on the permit application are notarized. Roofing in the open is not allowed on Saturdays, Sundays, federal holidays and certain religious holidays, or before 8:30 a.m. or after 5:30 p.m. on weekdays.

    Questions

    Bal Harbour roofing FAQ

Is Bal Harbour in the High Velocity Hurricane Zone?

Yes. All of Miami-Dade County is in the HVHZ. The village roofing packet uses the 2023 HVHZ uniform roofing application, and every roofing product needs a Miami-Dade Notice of Acceptance.

Does a Bal Harbour re-roof need Architectural Review Board approval?

Work on the outside of a building needs Architectural Review Board approval and a certificate of appropriateness before the building department reviews the permit. Village code also asks that roof colors be on the approved palette and that replacement tile match the existing roof as closely as possible.

Who issues roofing permits in Bal Harbour?

The Bal Harbour Village Building Department at Village Hall, 655 96th Street (305-865-7525), open weekdays 8 a.m. to 3 p.m. Applications are accepted in person and tracked in the village’s online permit center. Perkins prepares and pulls the permit for the roofs we install.

Do you restore or re-roof occupied condominium towers?

Yes. Perkins documented a roof restoration on the 22-story Majestic Towers condominium in Bal Harbour, and phased work on occupied high-rise buildings is a large part of what we do. Restoration is an option when the existing assembly is sound; we tell you in writing which one your roof needs.
