Four older neighborhoods, one young city
The City of West Park was created on March 1, 2005, joining the neighborhoods of Carver Ranches, Lake Forest, Miami Gardens and Utopia, where the city’s pioneer history goes back to settlers building homes in the early 1940s. Census figures put the median year built at 1961: 44 percent of homes date from the 1950s and 23 percent from the 1960s, and 88 percent were built before 1980.
Eighty-seven percent of homes are single-family detached. On houses this age the wood deck, the fastening and the roof-to-wall connections are the real questions, and the city notes it is unlikely to hold plans for structures built more than ten years ago, so the roof is assessed on site.
What the city requires
The West Park roof and re-roof package
Building permits and inspections are provided for the city by CAP Government. The roof and re-roof package asks for the city permit application signed and notarized by owner and contractor, a signed contract showing the job cost, and two identical sets of the rooftop equipment affidavit, the HVHZ uniform permit application, the re-nailing affidavit for single-family homes, the owner’s notification and the Miami-Dade NOAs or Florida Product Approvals. Houses assessed at $300,000 or more add the notarized hurricane mitigation forms.
The package makes the Broward County asbestos program certificate of submittal mandatory for commercial, multifamily and residential re-roofs, and a notice of commencement for jobs of $2,500 or more. It also notes that structures less than 20 feet from an adjacent building need Class A fire-rated roof systems.
