The building stock
Miramar was incorporated on May 26, 1955, on about 2.9 square miles bought by its founder, A.L. Mailman; the name means “look at the sea.” It had 134,721 residents in the 2020 census. Census figures put the median year built at 1996: 33 percent of homes date from the 2000s and 21 percent from the 1990s, while 29 percent, mostly on the older east side, were built before 1980.
Sixty-two percent of homes are single-family detached and another 12 percent are townhouses and other attached homes, so tile and shingle roofs on houses, often inside associations, are most of the work.
What the city requires
The city’s roofing application package (checklist revised January 2025) asks for the permit application, an affidavit of awareness of homeowners’ association that the city says is mandatory even if the property is not in an association, an underlayment affidavit for shingle and metal roofs, the roof-to-wall hurricane mitigation affidavit, the countywide rooftop equipment affidavit, a construction debris removal affidavit, product approvals, the HVHZ roofing application and the Broward County asbestos certificate. A notice of commencement is needed over $5,000.
The city code requires re-roofing debris to be removed by the city’s trash vendor, Waste Pro of Florida. On shingles, the land development code does not allow cedar or asphalt shingles on principal residential buildings permitted after it took effect, except single-family and duplex homes in plats recorded before March 1996 or in the Tropical Valley subdivision.

Yes. The Florida Building Code (section 202) defines the High Velocity Hurricane Zone as Broward and Miami-Dade counties, so every Miramar roof is permitted and built to HVHZ requirements. The city’s roofing package includes the HVHZ roofing application, and every product needs a Florida Product Approval or Miami-Dade Notice of Acceptance.
