A town formed to stay rural
On March 14, 2000, residents voted to form a new town rather than be annexed, and the charter followed that June. The town describes about 13 square miles, zoning that is almost entirely rural residential and agricultural, and a rural lifestyle with no sidewalks. Portions of the town are in a special flood hazard area.
Census figures count 98 percent of homes as single-family detached and 96 percent as owner-occupied. The median home was built in 1982, with 38 percent from the 1970s and 24 percent from the 1980s, so many roofs are on their second or third covering.
What the town requires
Permits in Southwest Ranches
Building permits and inspections are provided for the town by CAP Government, whose staff work from Town Hall. The town says all permitting starts at Town Hall with its zoning consultant, and plans are then uploaded to CAP’s online portal; paper sets are not needed. A recorded notice of commencement is required for projects of $2,500 or more, with product approvals for the roof.
The town uses the Broward roof package with the hurricane mitigation affidavit: the HVHZ owner’s notification, the HVHZ uniform permit application (tile calculations submitted with the application) and the countywide rooftop equipment affidavit, under which removing and reinstalling solar panels or gas vents needs its own permits. Roof inspections run from sheathing and tin cap through mop-in and roof covering in progress to the final, requested by 3 p.m. for the next workday.

Is Southwest Ranches in the High Velocity Hurricane Zone?
Yes. The Florida Building Code (section 202) defines the High Velocity Hurricane Zone as Broward and Miami-Dade counties, so every Southwest Ranches roof is permitted and built to HVHZ requirements. The town uses the Broward roof package: HVHZ uniform permit application, owner’s notification and rooftop equipment affidavit.
