From Sunrise Golf Village to the Everglades
Sunrise was incorporated in 1961 by the developer Norman Johnson as Sunrise Golf Village, on what the city’s history calls the remote western edge of Broward County. It was renamed in 1971 and has grown to more than 18 square miles, reaching the Everglades.
Census figures put the median year built at 1983, with 33 percent of homes from the 1970s and 28 percent from the 1980s. Just 37 percent are single-family detached and 40 percent are in buildings of ten or more units, so condominium and association roofs are a large share of the work.
What the city requires
The Sunrise re-roof checklist
The city says re-roofing permits do not need planning review and go directly to the Building Division. Its residential roof and re-roof checklist (revised May 2025) asks for the Broward County uniform application, the HVHZ uniform roof permit application, the countywide rooftop equipment affidavit, Florida Product Approvals or Miami-Dade NOAs including attic vents and skylights, the asbestos statement required before re-roofs, a notice of commencement over $5,000 and the owner’s notification.
A hurricane mitigation affidavit is required only when the structure is insured at $300,000 or more. Where condensate lines on the roof are affected, the city has a separate mechanical checklist for re-roofs.

Yes. The Florida Building Code (section 202) defines the High Velocity Hurricane Zone as Broward and Miami-Dade counties, so every Sunrise roof is permitted and built to HVHZ requirements. The city checklist requires the HVHZ uniform roof permit application and Florida Product Approvals or Miami-Dade NOAs for every roofing component, including attic vents and skylights.
