The building stock
From BBB Ranches to tile-roof neighborhoods
Parkland was founded in 1963 by the cattle farmer Bruce B. Blount on more than 1,000 acres of northwest Broward’s undeveloped Everglades land, and it still stretches west from State Road 7 to the Everglades, with rural zoning districts such as Tall Pines, Pinetree Estates and the Ranches. The city notes that many residents live in or near a special flood hazard area.
Census figures put the median year built at 2006: 27 percent of homes date from the 2010s, 31 percent from the 2000s and 23 percent from the 1990s, and 85 percent are owner-occupied. Most roofs here are the original tile, so the first full replacements are only now beginning on the older streets.

The city roofing checklist asks for the Broward County uniform building application, the uniform roofing permit application, the rooftop equipment form, a re-strapping affidavit for houses assessed at $300,000 or more, the owner’s notification, the fire directory listing for metal roofs, the asbestos statement, the re-nailing and secondary water barrier affidavit, product approvals and a recorded notice of commencement. Permits are filed online through My Government Online.
Two code rules shape the job itself. From June 1 to November 30, roofing materials may be loaded on a roof no earlier than ten working days before they are installed, and loose tiles must be secured when severe weather is announced. Where the city’s architectural design rules apply, roofs are Spanish, barrel or neutral stone tile or a similar neutral material in neutral or earth tones, with a minimum 3:12 pitch; single-family homes outside planned communities are exempt from those rules.

Is Parkland in the High Velocity Hurricane Zone?
Yes. The Florida Building Code (section 202) defines the High Velocity Hurricane Zone as Broward and Miami-Dade counties, so every Parkland roof is permitted and built to HVHZ requirements. The city checklist requires the uniform roofing permit application, product approvals and the re-nailing and secondary water barrier affidavit.
Who issues roofing permits in Parkland?

Why can’t the tiles be delivered to the roof early?

Does my house need to be re-strapped?
The city’s re-strapping affidavit applies to houses with an assessed value of $300,000 or more. The roof-to-wall connections are addressed at re-roofing, within the code’s cost limit.
